How to build a smart city in Vietnam.

Issues related to smart cities were discussed at the Smart City seminar session, within the framework of the annual Tech Awards 2022 event series organized byVnExpress. At the seminar, speakers from leading technology corporations in Vietnam and the world all assessed that smart city is a global trend. The implementation of smart cities in Vietnam is being positively responded to across the country, but there are still many problems of solutions, implementation as well as the response of the people.
The value of smart cities
According to Mr. Nguyen Loc Vu, CTO ofVnExpress, the growth rate of the global smart city market is 22.4%, estimated to reach a total value of 2,800 billion USD by 2027. In Vietnam, the project on sustainable smart city development in the period of 2018-2025 and orientation to 2030 has been approved since August 2018. Up to now, 54 out of 63 provinces and cities have implemented smart city projects.
"Smart cities will contribute to solving the problem of energy, security, environmental pollution ... That is the motivation for countries to strive for more and more smart cities," Vu said.
As defined by the International Telecommunication Union ITU, a smart city is a city that uses information and communication technologies to improve the quality of life, efficiency of operations, city services and competitiveness, while ensuring that the needs of the present and future generations are met in relation to economic aspects, social, environmental as well as cultural.
Mr. Thieu Phuong Nam, General Director of Qualcomm Vietnam, Cambodia and Laos, forecasts that by 2030, 70% of the world's population will live in big cities. The problem for managers is how to support the rapid development of the city, improve people's lives, develop sustainably, develop green, reduce the impact on the environment. According to Mr. Nam, the application of technology, specifically building a smart city, is the solution to this situation. The two platforms for creating smart cities are IoT and data. This is supported by the trend of using smartphones with users, an increase in the number of devices connected to the Internet of Things (IoT) and sensors appearing everywhere.

As a provider of infrastructure solutions, Mr. Thieu Phuong Nam, representative of Qualcomm, said that IoT, AI, 5G will be an important platform to deploy smart city solutions. "Vietnam has a very high percentage of smartphone and Internet users. People are used to using smart devices in life. This is an opportunity to have data and apply it to technology research," he said. Qualcomm is also working with many Vietnamese partners such as Viettel, VNPT, VinAI, Bkav to promote the wireless ecosystem in Vietnam, which is the foundation to build a smart city.
In the perspective of smart cities, high-tech buildings are what people still envision. However, this issue was previously little shared in Vietnam. Tech Summit 2023 is one of the first major events where this issue is discussed, according to Dr. Do Nguyen Hung, Deputy General Director of Project Division, Schneider Electric Vietnam.
According to him, 90% of the work that happens throughout the house consists of working, studying. However, buildings are now home to about 30% of the world's energy, while also accounting for 40% of global annual greenhouse gas emissions. He said buildings in Vietnam need to digitize and connect all internal systems, thereby obtaining the necessary information to build smarter systems, applying new technologies such as IoT, Big Data and AI, in addition to switching to renewable sources to produce electricity. "The first step towards smart cities is the construction of future buildings – sustainable buildings," he stressed.
Digital citizenship - the heart of the smart city
According to the definitions of smart cities, technology elements, ecosystems that connect, operate, and use smart technology to build all serve the ultimate goal of improving human life through technology.
At the seminar, Mr. Phung Viet Thang, Sales Director - Microsoft Vietnam Government and Corporate Customers, said that Citizen Centrics (citizen-centric) will be a trend that both people, businesses and organizations and units around the world will aim for.
In this model, factors such as employment skills, housing, vocational training, physical rehabilitation, food and nutrition,... all become conditions or needs to help citizens connect with Smart City in the future. The data will be used to design services that meet this need of the population. However, he also pointed out that in the context of increasingly used data, security will be an important factor to be given top attention. This will also be a big challenge for technology service providers in the future to build a healthy digital world, according to Microsoft representatives.
As the leading e-commerce service provider in Vietnam, Mr. Le Vinh Son, Product Development Director of Lazada Vietnam, assesses that citizens in smart cities will be people with smart lifestyles. They have very high expectations for the quality of digital services. Citing statistics from the market research unit, Son said that 53% of Southeast Asian consumers have changed their brand use, 40% of Southeast Asian consumers have changed their online shopping channels in the past three months.
The representative of the leading e-commerce platform in Vietnam said that products born to serve digital citizens have the advantage of being able to apply technology and data to understand users, but also need to meet the continuously improving needs of these digital citizens. For example, the company has had to apply Geolocation technology to digitize the addresses of buyers and sellers into datasets to optimize deliveries, or analyze real-time data to see how customers on the platform are now responding to services.
"People of smart cities will lead a fast, multitasking lifestyle that requires smoothness throughout the supply chain, infrastructure. They have high expectations, constantly raising expectations for the quality and experience of services", Mr. Son said.
At the end of the workshop, experts also donated plans to build smart cities in Vietnam, which mentioned many issues such as standards for smart cities, the importance of infrastructure, technology issues, people, when building a smart city.
Tech Summit 2023 includes two sessions, Smart City on the afternoon of 5/1 and Tech Trends on the morning of 6/1. The smart city workshop attracted more than 300 attendees. At the opening, the performance combines multi-sensory lighting effects to impress the audience. Below the stage, a series of intelligent robots perform vibrant dance simulations. The robot's LED screen changes colors, creating a highlight for the performance.
